The M6 Stage 1 (formerly known as F6 Extension Stage 1) will deliver the missing link from Sydney’s south to the wider Sydney motorway network making journeys easier, faster and safer. It will remove more than 2,000 trucks a day from surface roads, and help return local streets to local communities.

PROJECT OVERVIEW:

The M6 Stage 1 includes:

  • twin 4 km tunnels linking the New M5 Motorway at Arncliffe to President Avenue at Kogarah
  • ramps between the main motorway tunnel and the surface intersection at President Avenue
  • tunnel stubs for a future connection south to extend the M6 extension
  • a new intersection at President Avenue, including the widening and raising of President Avenue at this location
  • providing a new shared cycle and pedestrian pathways connecting Bestic Street, Brighton-Le- Sands
  • motorway support infrastructure, including tunnel ventilation systems and the motorway control centre
  • new service utilities, including a permanent power supply line, and
  • minor adjustments to local roads in the project area.

OUR ROLE:

ConnellGriffin is the transaction advisor for the M6 Stage 1 project for RMS and is responsible for managing the procurement of the following packages:

  • M6 Extension Stage 1- D&C contract,
  • M6 Extension Stage 1- O&M contract, and
  • Independent Certifier Deed.

Our transaction advisor team’s services include:

  • preparing the project’s transaction strategy
  • preparing the industry briefing
  • preparing the Expressions of Interest (EOI) and Request for Tender (RFT) documents
  • leading the development of the SWTC
  • managing correspondence between the market and RMS
  • managing the evaluation of documents received from the market, including for both non-price and price evaluation work streams (including managing the clarification of Proposals for RMS)
  • presenting and reporting on the outcomes of evaluations
  • facilitating issue resolution, and appropriately capturing agreed positions in the contract and technical documentation, and
  • providing a high level of commercial and technical support during negotiations and contract finalisation with the Preferred Proponent.

Our Transaction Advisor team are heavily involved in the coordinated inputs from the project team, including from the technical advisors (i.e. scope requirements and technical specifications) and legal advisors (i.e. Deed).

KEY OUTCOMES:

Key early successes associated with the services provided by our Transaction Advisors include:

  • providing effective and responsive leadership throughout the early phases of the transaction of the D&C Contract
  • facilitating the resolution of various complex technical and commercial issues to ensure RMS has a clear understanding of its commercial and technical positions
  • coordinating the inputs from the various project disciplines
  • being a trusted advisor to RMS on various issues at hand, and
  • being accountable for the transaction process
