The existing services agreement is nearing the end of its term, and this presents an opportunity for the Victorian government to address problems and challenges associated with the legacy system, and to deliver financial, economic, and operational benefits.


CLIENT'S OBJECTIVES:

The Future Public Transport Ticketing (PTT) Project will see the procurement of a new service provider to operate the legacy myki system during an interim period, deliver a new PTT system (which will be a commercial Account Based Ticketing (ABT) solution customised for the needs of the Victorian transport network) and to operate this PTT system over the term of the new services agreement.

OUR ROLE:

ConnellGriffin has been engaged as the Transaction Manager for this project. Our services include:

  • leading the development and preparation of various procurement documents to establish the framework by which Department of Transport (DoT) will conduct its procurement process. This includes documentation such as the: Transaction Management Services Plan; Interactive Workshop Process (IWP) Management Plan; IWP Evaluation Plan; Request for Proposal (RFP) Management Plan and RFP Evaluation Plan.
  • development and implementation of an interactive workshop process in order to identify key issues which would inform the development of the subsequent stages of the procurement process.
  • managing the communication processes and correspondence between the respondents and DoT, including reviewing all proposed responses to RFCs.
  • coordinating the DoT project team through various forums such as weekly project coordination meetings and tracking of project-wide issues.
  • managing the evaluation process for the IWP phase which included facilitating evaluation panel meetings, presenting on outcomes of the evaluation process, and preparing the overall evaluation report; and
  • managing the RFP process to facilitate the development of value for money proposals, and coordination of the RFP evaluation process and negotiations.

In addition to providing the Transaction Management Services for the core PTT Project, ConnellGriffin has provided additional services to support other aspects of the project such as Commercial and Procurement Support Services and Transition Management Services.

ACHIEVEMENTS, SOLUTIONS AND VALUE ADDS:

Key successes associated with the services include:

  • effective establishment of a clear transaction framework which documented how the procurement process would be conducted, indicating timings and responsibilities.
  • successful facilitation of an intensive interactive workshop process which allowed DoT to identify significant project-level issues to be considered.
  • coordination of the project team on a weekly basis which ensured that key project issues were actively being resolved or being considered in the development of the next phase of the procurement process; and
  • comprehensive review of documentation produced by the project team to ensure consistency and assurance prior to being issued to respondents.
