The Sydney Metro – Western Sydney Airport project will deliver around 23 kilometres of rail between the existing St Marys Station and the future Western Sydney Airport and Aerotropolis.
The project includes six stations that are underground and above ground along its alignment including an upgrade to the existing St Marys station, new stations at Orchard Hills and Luddenham, two stations at the new Western Sydney International Airport, and a station in the proposed Western Sydney Aerotropolis. Approximately 50 percent of the rail alignment is in tunnel (as part of the SBT package), and the balance is at grade (including viaducts and bridges as part of the SCAW package).
AEW is facilitating the early progression of the SCAW and SBT packages and specifically includes the supply of construction power, water supply for construction, stormwater diversions and utility diversions as appropriate.
The SBT package involves the construction of two sections of twin tunnels between St Marys and Orchard Hills, and between the Western Sydney International Airport and Bradfield. These tunnels combined are approximately 10 km long and include the construction of associated portal dive structures.
The SCAW package includes approximately 10.5 km of alignment up to the underside of track formation from Orchard Hills to the new Western Sydney International Airport. This includes the construction of approximately 3.5 km of viaduct in three sections, 200 metres of bridges, 6.7 km of at grade alignment, a new stabling and maintenance facility, and temporary and permanent access roads.
SSTOM includes the finance, design, build, operations and maintenance of the stations, rail systems and trains for the new Sydney Metro – Western Sydney Airport. This package was delivered as a Public Private Partnership between the NSW Government and the consortium for a fixed concession.

This is a high-profile project and successful completion was essential to connecting Greater Western Sydney to the new Western Sydney International Airport when it opens in 2026. Sydney Metro engaged ConnellGriffin to have overall accountability for the transaction of various packages and to provide effective and responsive leadership and develop strong working relationships with the various stakeholders involved in this mega project.
By merging practical delivery experience with a deep understanding of market risk appetite (together with a detailed knowledge of various types of contract models and procurement methods), ConnellGriffin was able to ensure the industry was fully and meaningfully engaged throughout the competitive transaction processes for each package.
The AEW, SBT and SCAW packages were all awarded for values that were less than budgeted, and within the tight timeframes required by Sydney Metro - late 2021 (SBT) and early 2022 (SCAW). SCAW was awarded earlier than planned. The SSTOM transaction is scheduled to be completed on time by the end of December 2022.
