Sydney Metro City & Southwest (SMCSW) is the largest single transport undertaking in Australia’s history.

Due to open in 2024, the 30 km metro rail line will begin at the end of Sydney Metro Northwest at Chatswood, travel under Sydney Harbour, through new CBD stations and then southwest to Bankstown. The new line will be able to run a metro train every two minutes each way through Sydney’s centre.

CLIENT’S OBJECTIVES

Under the greenfield packages, Sydney Metro requires the delivery of four Integrated Station Developments (ISDs) at Martin Place, Pitt Street, Victoria Cross and Waterloo and two stand alone stations at Crows Nest and Barangaroo. The ISDs’ scope includes a new metro station at each site, along with an activated precinct comprising a combination of commercial and residential towers above the station, retail space, new underground pedestrian connections at certain sites and improvements to the public domain.

OUR ROLE

ConnellGriffin’s Advisors work within the Sydney Metro integrated delivery team to deliver commercial and contract management of the greenfield station contract packages. They were an integral part of the negotiation and finalisation of the Contracts and are a key part of the delivery team that is responsible for ensuring the successful delivery of the project.

Key responsibilities to date have included:

  • negotiating with Macquarie Group on Martin Place following the successful progression of Macquarie Group’s unsolicited proposal
  • overall commercial leadership and guidance throughout the project lifecycle
  • developing the Station Delivery Deeds and Over Station Development Project Delivery Agreements
  • negotiating and implementing Deeds of Variation and/or Amendment
  • creating contract administration guidance manuals to identify Sydney Metro’s obligations, and
  • developing risk registers and mitigation strategies.

KEY ISSUES 

SMCSW is a complex, ambitious project and has required our Advisors to deliver rapid resolutions of intricate technical and commercial issues, provide responsive leadership and effective negotiation strategies, as well as building and maintaining strong working relationships with internal and external stakeholders and delivery partners. ConnellGriffin has also ensured that the Sydney Metro team is supported during peak times within the project, at no additional cost to the client.

KEY OUTCOMES 

Whilst not yet complete, key successes associated with our Advisors’ delivery of the project and commercial management of the greenfield projects have included:

  • successfully negotiating a Deed of Amendment for the Pending Changes at Martin Place, which were complex items of scope that interfaced with the TSE Contractor and were unresolved when the Contract was executed
  • effectively processing all applications for payment
  • ensuring all projects works were completed safely, and
  • resolving Extension of Time claims and notices in a collaborative manner, which has ensured progress on site is still being achieved and maintaining strong working relationships.
