Transport for NSW has established the Sustainable Infrastructure Program, which aims to streamline and drive decarbonisation and circularity in infrastructure projects, focusing on digital solutions and early-stage project changes. It supports achieving net-zero targets through practical tools, standards, and industry collaboration.
Launched as a four-year initiative, SIP focuses on embedding sustainability from the earliest stages of project planning, ensuring that carbon reduction and circular economy principles are integral to infrastructure development.
As part of its Sustainable Infrastructure Program, TfNSW wanted to develop a sustainable procurement guide that could be easily used by procurement practitioners and that was aligned with TfNSW’s Carbon Management System, PAS2080:2023 Carbon Management in Infrastructure standard and the new NSW Protection of the Environment Policy.
ConnellGriffin developed a revised Sustainable Infrastructure Procurement Standard (the Standard) and prepared supporting procurement and contract templates for TfNSW. The Standard addresses Carbon Management, Climate Resilience, Water Management, Circular Economy, Waste Management and Liveable Places and provides guidance on how to incorporate sustainability requirements in procurement processes across the project lifecycle, from the early business and optioneering stage, through design and delivery. We also provided a series of recommendations, highlighting options to further enhance the effectiveness of the Standard.
ConnellGriffin were able to bring a practical point of view, based on our extensive commercial and transaction management experience to ensure the Standard not only aligns with industry best practice, but is also easy to understand and implement.
We were also able to streamline the contract and procurement templates to create a ‘kit-of-parts’ that will allow procurement teams to incorporate sustainability requirements across a variety of contract and delivery models.
The procurement and contract templates we prepared have been adopted as part of the National Sustainable Procurement in Infrastructure Guideline.
