Supporting future development growth in
Western Sydney by improving travel times and congestion.

CLIENT OBJECTIVES:

The M7-M12 Integration Project will support the growth of Western Sydney by widening the M7 Motorway and delivering a seamless connection between the M7 Motorway and the new M12 Motorway. The project is divided into three packages:

  • M7 Widening: widening to the median of the M7 Motorway between the M5 Motorway and Richmond Road.
  • M7-M12 Interchange: construction of an interchange between the M7 Motorway and the new M12 Motorway
  • Elizabeth Drive Connection (EDC): construction of new connections between Elizabeth Drive, the M12 Motorway, and the M7 Motorway.


OUR ROLE:

ConnellGriffin provided business case, delivery strategy and constructability advice to determine feasibility and market appetite for the Project, and transaction management and commercial advice to procure the most suitable D&C Contractor and Independent Certifier for the Project.

The ConnellGriffin team assisted Transurban to decide on overall packaging, contracting and procurement strategies. The team worked closely with the market through a Market Interaction Process (MIP) to ensure that the market had appetite for the project.

As part of Stage 3 of the USP process, the transaction team worked closely with Transurban and the Tenderers during the tender period to ensure a competitive process was engaged to provide the best value for money for Transurban. The team then worked to a tight timeline to effectively manage the evaluation process of the respective tenders in order to meet strict government and client investment deadlines.

ACHIEVEMENTS, SOLUTIONS AND VALUE ADDS: 

ConnellGriffin’s business case and delivery strategy team provided Transurban with a clear outline of the structure, key issues and necessary steps to follow to ensure an efficient and effective transaction process.

The ConnellGriffin team provided on-going support to address any ad hoc issues and assisted in progressing this unsolicited proposal for Transurban. Transurban was successful in receiving NSW Government approval of Stage 2 of the USP in May 2022.

During USP Stage 3, the ConnellGriffin team transacted the procurement of a D&C contractor using best practice transaction methodologies to ensure best value for money was achieved in a streamlined process, and Transurban’s risk were appropriately managed.
