VNI West is a transformative 500 kV double-circuit transmission project designed to enhance the resilience and capacity of Australia’s National Electricity Market. Spanning approximately 235 km in New South Wales, the line will connect the Dinawan substation—under construction north of Jerilderie as part of Project EnergyConnect—to the Murray River near Kerang, where it links with Victoria’s Western Renewables Link.
Transgrid was seeking to establish a prudent and efficient process for selecting a delivery partner for the VNI West project. The objective was to ensure transparency, competitiveness, and value for money in the procurement process while also providing cost certainty and minimising delivery risk. This approach aimed to support Transgrid’s broader goals of delivering critical transmission infrastructure on time and within budget.
The team supported Transgrid by designing and implementing a structured procurement process aligned with regulatory and commercial requirements. This included developing the delivery strategy, facilitating market engagement, and managing the procurement process to identify the most capable delivery partner. The team also provided ongoing transaction support, helping Transgrid achieve greater cost certainty and confidence in securing value for money outcomes.
A key issue the team addressed was balancing the need for a competitive procurement process with the tight timelines and regulatory expectations associated with major transmission infrastructure projects. Delays or misalignment with regulatory requirements could have risked project approvals, funding timelines, and overall delivery. The team mitigated these risks by developing a clear, efficient procurement strategy that met governance requirements while remaining adaptable to evolving project needs.
