The South West Renewable Energy Zone (REZ) is a cornerstone of New South Wales’ transition to a sustainable energy future.

Spanning from the Murrumbidgee Local Government Area in the east to Buronga in the west, the REZ encompasses the Hay Plain—an area renowned for its vast, flat landscapes ideal for large-scale renewable energy projects. Selected for its high-quality wind and solar resources, proximity to existing and planned high-voltage transmission infrastructure (notably Project EnergyConnect), and compatibility with existing land uses, the South West REZ is poised to support up to 2.5 gigawatts of new renewable generation and storage capacity. This will be delivered by the eastern section of Project EnergyConnect, HumeLink, and the NSW-side of VNI West and minor additional REZ network infrastructure. In April 2024, the NSW Government declared the South West REZ Access Scheme, outlining the framework for renewable generation and storage projects to connect to the network. The access rights allocation process to select the projects that can connect to the network commenced in May 2024.

CLIENT OBJECTIVES:

EnergyCo as the Infrastructure Planner will enter into the Project Development Agreement (PDA) with successful Access Rights applicants and will coordinate the development with the generators. EnergyCo required commercial support on finalising and executing the PDAs and establish a process to coordinate with the generators and other key stakeholders in the REZ. 

OUR ROLE:

ConnellGriffin has been supporting the South West project and the access team on coordinating the integration of the generators in the REZ and also finalising the access rights agreements. Our role includes supporting with contract negotiation, structured information management, interface management with Transgrid and external stakeholders. 

Specifically, we have been providing the following services: 

Commercial Management: 

  • Assist in the negotiation and finalisation of PDA and APD with the successful proponents. 
  • Ensure that all key terms and conditions are properly addressed during the negotiation process. 
  • Work with the successful proponents to confirm all contract particulars. 
  • Manage EnergyCo data room and the interface with relevant stakeholders. 
  • Act as the primary point of contact between the proponent and the relevant stakeholders involved in the Access Agreement process. 
  • Coordinate the exchange of information and documentation between parties, ensuring compliance with all probity protocols and confidentiality requirements.

Generator Coordination 

  • Support in responding to Generator enquires with support from internal EnergyCo teams. 
  • With advice from EnergyCo, liaise with Transgrid and Generators to resolve any issues; 
  • Supporting with managing Project timelines, technical requirements, and changes. 
  • Support with organising meetings with generators, drafting agenda and taking meeting minutes. 
  • Manage the EnergyCo interface with Transgrid on the connection process; 
  • Develop and maintain a master schedule integrating timelines of generation projects and Transgrid’s network projects, identify potential issues and/or opportunities for synergies; 
  • Provide regular updates and reports on schedule status. 
  • Support aligning the Port to REZ deliverables with Projects timeframes. 
  • Coordinate on land use, social license and community engagement. 
  • Work with the Department of Planning, Housing, and Infrastructure to address cumulative impacts on housing, workforce, health, water, and roads.

ACHIEVEMENTS, SOLUTIONS & VALUE ADDS:

Assisted the client with an overall strategy for contract management, which included: 

  • developing a Contract Management Plan (CMP); 
  • developing a Project Management Plan (PMP); 
  • onboarding and mobilization of Access Right Holders (ARHs); 
  • managing interface with EnergyCo and the SFV; and 
  • procuring of a fit for purpose Project Document Collaboration System (PCDS).
