Our Advisors worked with the client team to develop and finalise a procurement strategy, which was ultimately presented to the NSW Premier and Roads Minister.
Each of the recommended procurement strategies were additionally supported by the necessary commentary and risk analysis.
The Project
The Western Harbour Tunnel will 2016 connect to WestConnex at the Rozelle Interchange, underneath Sydney Harbour between the Birchgrove and Waverton areas and connect with the Warringah Freeway at North Sydney.
The project will involve the following key elements:twin 4km tunnels linking the New M5 Motorway at Arncliffe to President Avenue at Kogarah
- the project will provide essential capacity to connect the North Shore and Northern Beaches with the Sydney CBD and beyond
- Western Harbour Tunnel will connect WestConnex at Rozelle with the Warringah Freeway via a new tunnel beneath Sydney Harbour, and
- this new cross-harbour bypass of the CBD will take pressure off the Sydney Harbour Bridge and Sydney Harbour Tunnel.
Our Services
Our Advisors supported our client in the development of the procurement strategy of both the Western Harbour Tunnel and the Beaches Link Tunnel. The purpose of this procurement strategy was to inform our client, and the NSW Government, of potential delivery strategies and associated timeframes to deliver both projects.
Elements of the procurement strategy produced by our Advisors included:
- setting project objectives
- reviewing contract packaging
- reviewing potential contracting model options
- delivering detailed analysis and assessment of the contracting models
- describing the proposed procurement process
- proposing the project program
- reviewing market capacity for the project, including potential contracting participants and competing projects for resources, and
- providing conclusions and recommendations.
The scope of these services included:
- closely liaising with our client’s project team and senior management to discuss risks, issues and constraints
- working with our client and other advisors (technical, legal and environmental)
- designing the development, procurement and delivery programs based on key objectives and keeping in mind milestone targets, and
- providing procurement strategy options that took into account the client’s risk transfer appetite.
