Transforming Infrastructure Delivery Through Sustainable Procurement Reform positions procurement as a key lever for turning sustainability ambition into real outcomes - shaping how infrastructure is planned, delivered, and experienced.
The report finds that while intent is strong, sustainability is often embedded too late in the procurement process, limiting its impact. It outlines practical ways to integrate sustainability from the outset through the key Plan–Source–Manage procurement framework, and highlights opportunities to strengthen capability and consistency through clearer standards, better data, and stronger alignment with procurement decisions.
