The Project

The NSW Government will invest a staggering $6 billion over the next four years to deliver more than 170 new and upgraded schools to support communities throughout NSW – representing the largest investment into schools by any state government in history.

The Department of Education’s (DoE) asset base includes just over 2,200 schools, with an estimated value in the region of $25 Billion of built assets, including 45,000 class rooms in 27,500 buildings. By any measure, this is a significant portfolio of property with a wide range of building stock in varying levels of service. 

This critical infrastructure requires careful prioritisation of investment to keep it fit for its intended purpose; providing our children with safe, welcoming, well-designed spaces that will create the right environment for them to grow, learn and develop. 

In response to the $6billion investment program and market conditions, SINSW had engaged ConnellGriffin to investigate alternative procurement pathways for the delivery of its Major Capital Works Program. 

School Infrastructure NSW (SINSW) is a recently established unit within the DoE tasked with overseeing the planning, supply and maintenance of NSW schools, including implementation of all Major School Infrastructure Projects across the state. 

SINSW is responsible for managing $6 billion over the next four years for new schools and school upgrades, this represents an unprecedented capital delivery program.

Our Services

In response to the $6billion investment program and market conditions, SINSW had identified the need to investigate alternative procurement pathways for the delivery of its Major Capital Works Program. 

ConnellGrriffin were engaged to undertake the following services:

  • Market analysis and assessment of current market conditions, commercial drivers and challenges;
  • Provision of strategic advice on current successful infrastructure delivery models;
  • Development of an assessment framework to inform suitable delivery models for each project within SINSW portfolio; and
  • Production of a roadmap for strategic procurement reform within SINSW.


Key Outcomes

Through collaborative working with key stakeholders within SINSW, ConnellGriffin facilitated the development of the assessment framework on time and within budget. Key outcomes from the commission included:

  • Development of the assessment framework ensuring key stakeholder buy-in at all stages; 
  • Successful validation of the framework against key projects within SINSW portfolio; and
  • Provision of a comprehensive roadmap for procurement reform in SINSW.
